Well, it's pretty much common sense. On the PC version, you have to install a special program for your computer to run a dedicated server, and you need the extra bandwidth available to host it without skipping a beat - especially if there are a lot of players on your server.

Consoles are basically computers stripped of all the fancy tech that makes a computer so versatile. This is because they're dedicated gaming machines; they're powerful and cheap, but they don't get at least 90% of the options available to PC users. A dedicated server program is one of these options; thus, no user-hosted dedicated servers. Developer-hosted dedicated servers for console games aren't out of the question, but that's a rare phenomenon that usually can't be counted on.

I recall Microsoft launching a service that can allow a PC to be a dedicated server for 360 games. The only game I know that uses it is Section 8.
